RESP and Additional CESG and CLB

If the main RESP is with TD E-Series, can you open a separate account with TD bank if you're eligible for the additional CESG and CLB grants? And do you have to put any money into the bank account, or is it okay to have an empty account just for the CESG and CLB funds?
