Negotiating HELOC rate with ING

Hello,

Has anyone been able to successfully negotiate HELOC rate with ING? It is Prime + 0.65% (for some odd reason it is not the typical 0.5%). Has anyone been able to talk to ING and get this moved down to 0.5%?

I don't use HELOC much, so I don't care as much (won't switch banks over this)... but just in case I do have to use it... I want to ensure that I am not paying more interest than I have to.
