Getting a liquor license in Ontario with criminal record?

Hey all, a friend of mine is inquiring about liquor licensing in Ontario and more specifically, obtaining one with a criminal record (possession with intent to distribute). The intention for the license is to potentially open a small bar/club or restaurant where alcohol will be served.

Does anyone here have any experience with this or know what options may be available to her?
